Who is making it happen

The Summit sits under the Ministry of Public Service with a small, focused secretariat, strong coordination with FAO and the UN in the preparatory phase, and links to youth programmes, MDAs, and partners across the country.

We are building something big, and inclusive. Whether you are a young person mapping your first career move, a teacher or coach from a vocational school, a university, or a Presidential Skilling Centre, or an employer and investor who wants to back talent that is ready to work, this is your lane. The programme follows the final 2026 concept (CDF) for the Summit: the same high-quality plenaries, breakouts, and commitment moments, whether you are under the tents at Kololo or tuning in on the live online programme from anywhere in Uganda or beyond.

Leadership

Hon. Wilson Muluri Mukasa, Minister of Public Service, is the convener of the National Skilling and Employment Summit. He sets the tone: youth employment and skilling are national priorities, not a side project for one ministry alone.

Secretariat & partner liaison

Day-to-day coordination is led from the Secretariat of the Inaugural Skilling and Employment Summit, with a team lead and technical support from FAO Uganda for parts of the preparatory work, in line with the final 2026 concept (CDF). Official planning has also involved the UN Resident Coordinator and a wide range of embassies and development partners. Pre-Summit, the team engages with programmes such as PDM, Emyooga, and youth SACCOS, so the main event and the work already happening in districts speak to each other, in line with the concept’s emphasis on one national conversation linked to real programmes on the ground.

Governance in the room

Expect senior participation from the Office of the Prime Minister, MoPS, MoGLSD, MoES, agriculture sector, State House investment and skilling initiatives, Parliament, and the Judiciary as appropriate, alongside development partners, embassies, the private sector, and education providers, so the recommendations from the Summit are grounded in who can act on them.
