Governance & national steering

The Summit sits within Uganda’s public policy and development architecture. MoPS steers the human capital and public service link; other ministries, Parliament, the Judiciary, and partners all have clear roles in turning Summit outcomes into rules, budgets, and action.

We are building something big, and inclusive. Whether you are a young person mapping your first career move, a teacher or coach from a vocational school, a university, or a Presidential Skilling Centre, or an employer and investor who wants to back talent that is ready to work, this is your lane. The programme follows the final 2026 concept (CDF) for the Summit: the same high-quality plenaries, breakouts, and commitment moments, whether you are under the tents at Kololo or tuning in on the live online programme from anywhere in Uganda or beyond.

What we mean by “governance” here

Instead of a private “board” in the international NGO sense, think of a chain of public accountability: the convener, the national organising and technical teams, the MDAs, and the elected representatives young people and employers can all speak to. The Summit’s post-Summit dialogues and planned engagement with Parliament are part of that chain, so recommendations are not left on a shelf.

Alignment with national priorities

The 2026 concept situates the Summit within Vision 2040, the National Development Plan, and the Human Capital Development programme. MoPS holds the convener role so that employment, training, and public service reform connect in one national moment, rather than competing events that never join up.

After the Summit: accountability

The concept calls for published outcomes and follow-up with MDAs, industry, and Parliament, so everyone can see what was agreed and who is responsible for the next step. This page describes that commitment; detailed membership and terms of reference for steering structures belong on official government channels when they are published.

Transparency

Specific membership lists, terms of reference, and meeting notes for national steering structures should be published by the official government channels when they are ready; this site sets expectations for transparency and follow-up in the spirit of the 2026 concept.
